Q: What is flash steam?

Condensate at pressure flashes to steam when let down — capturable in a flash vessel and usable in LP heating instead of venting.

Q: What stops plants doing it?

Contamination history and pipe runs. Conductivity dumps protect the boiler; insulation protects the economics of long returns.

Hot condensate carries ~20% of steam's energy plus treated water. Returning it (and capturing flash steam at pressure letdowns) cuts fuel, water and chemicals in one pipe.

Sizing: every 6 °C feedwater rise ≈ 1% boiler fuel. Flash vessels at letdown stations feed LP users; insulated return lines keep the heat that makes the case. Often blocked by old contamination fears — modern conductivity monitoring solves it.
