What changed
The ministry's updated catalogue of CEE standard sheets lists IND-UT-121, ‘Matelas pour l’isolation de points singuliers’, as repealed from 1 August 2025. Its latest version, A54-4, had applied from 1 October 2023. Operations engaged after the repeal date cannot rely on this standard sheet.
Measure exposed hot surfaces
Use measured surface area, temperature and operating hours to calculate heat loss from boilers, kilns, heat exchangers, valves and pipework. Inzonex supplies removable modular insulation for equipment that requires maintenance access.
- Design target: surface temperature at or below 45 °C, subject to the application and design review
- Claimed heat-loss reduction: up to 96%, subject to the measured boundary and insulation specification
- Removable construction for inspection and maintenance access
- Calculation record available for the selected equipment and operating conditions
Do not add a calculated reduction to an emissions report until the reporting boundary, factor, implementation date and verification method have been approved.

Industrial sites, and the CEE obligated or delegated parties, that funded insulation mattresses on singular points such as valves and flanges through the standard sheet IND-UT-121.
Dates and sequence
The chart separates publication dates, effective dates and actions. It does not treat a proposal as law.
- Latest sheet version A54-4 applies
- IND-UT-121 repealed
- Use measured savings, not the repealed sheet
Risks and potential
These are implementation consequences from the cited rule. Any financial result still needs measured inputs.
Risk
Quoting or budgeting a repealed CEE incentive can invalidate a project's financial case after contract award.
Potential
Calculate value from measured surface heat loss, operating hours, fuel price and the applicable carbon price, with no repealed subsidy in the case.
What you need to do
- Do not budget new singular-point insulation on IND-UT-121 funding.
- For operations engaged before 1 August 2025, confirm the engagement date and the applicable sheet version with the CEE obligated party.
- Build the business case on measured energy saved, avoided energy cost and avoided carbon cost rather than on a repealed incentive.
