What you need to know: Check whether the building and work are in scope before using higher-risk building guidance. A boiler or plant room does not make an ordinary factory a higher-risk building.

What changed

The higher-risk building-control approval guidance was updated on 1 April 2026. GOV.UK says not to apply to the Building Safety Regulator for non-higher-risk buildings. Plant-room work must first be tested against the building and work scope.

Check if this affects you

In England, this BSR route concerns buildings with at least 7 storeys or a height of at least 18 metres and either 2 residential units, a hospital or a care home. It does not cover an ordinary factory merely because it contains boilers or hot equipment.
