The single largest emitter, Tata Steel IJmuiden steel plant (iron-and-steel), accounts for about 33% of that. The biggest sectoral share comes from oil-and-gas-refining. Among facilities with a known operator, the top three — Tata Steel Ijmuiden BV, Shell PLC, BP PLC — account for roughly 60%. Most of these facilities sit in a temperate Köppen climate zone.
