The single largest emitter, NLMK Lipetsk steel plant (iron-and-steel), accounts for about 9% of that. The biggest sectoral share comes from iron-and-steel. Among facilities with a known operator, the top three — Rosneft PJSC, Novolipetsk Steel PJSC, Magnitogorskiy Metallurgicheskiy Kombinat PJSC — account for roughly 26%. Most of these facilities sit in a continental Köppen climate zone.
