The single largest emitter, Grodna Azot (chemicals), accounts for about 23% of that. The biggest sectoral share comes from oil-and-gas-refining. Among facilities with a known operator, the top three — Government of Belarus, Slavneft, Belarusian Cement Plant OJSC — account for roughly 58%. Most of these facilities sit in a continental Köppen climate zone.
